Road Construction Essays Road Construction Essay Road Construction Essay International Infrastructure Project Cost Estimating Work Breakdown Paul Hewitt, International Project Estimating Limited Introduction Construction Cost Estimating Work Breakdown Structure (WBS) The term WBS has become a common term in all fields related to Cost Engineering including Construction Cost Estimating, Scheduling and Project Cost Control. A well defined WBS is the backbone of good Construction Estimating Software and can take several forms including the breakdown of items within an estimate, the layout of groups within a schedule or the rollup of accounts within a cost report. It usually starts with a clientââ¬â¢s desire to breakdown a tender into definable pay items, followed by the project managerââ¬â¢s wish to schedule activities of work in a logically and efficient manner and the contract cost control engineerââ¬â¢s goal to track and forecast costs. In each case a properly organized WBS is required. The Phases of a Civil Infrastructure Project The cycle of developing, designing, constructing and maintaining Civil Infrastructure projects includes many phases and participants. The projects usually originate with a developer or government body who formulate a concept design and budget. If the project is approved it then moves on to preliminary design and a more detailed budget is estimated. Depending on the financing options available, the project may go out as a traditional Detailed Design and Bid Build project or proposals may be solicited for Design Build or Design Build and Finance options. Participants within the Project Cycle The life of a major international infrastructure project can involve many participants and span across many years. These projects involve developers, government agencies, engineers, contractors, operators, environmentalists and community stake holders. It is essential for the success of a project that all participants within the project cycle communicate and transfer data efficiently and consistently. Lack of a Standard Industry Wide Work Breakdown Structure (WBS) The dilemma that the international construction industry faces today is that there has been no common work breakdown upon which to communicate and transfer data between project participants. Traditional agencies like state and provincial highway authorities have all developed their own tender breakdowns, many of which that have been around long before the creation of electronic data transfer. Construction estimators have tended to follow the layout of the bids as provided by the government agencies. The scheduler commonly ignores the estimate breakdown because it does not logically adapt well to the sequence of work activities. The cost control engineer has to rollup the project costs into a corporate chart of accounts that even creates more inconsistency. Current Standard Work Breakdown Structures Many standard project work breakdown structures have been created over the years. The CSI (Construction Specifications Institute) format in North America and the SMM7 (Standard Method of Measurement) format in Great Britain are the most common and have been in existence for over 40 years. These originated as breakdowns for commercial building construction and quantity survey but both have evolved over the years to include other forms of construction. The State of California USA (DOT) Department of Transportation and the Province of Ontario Canada (MTO) Ministry of Transportation are examples of transportation government agencies whom have standardized tender breakdowns. The CSI (Construction Specifications Institute), the most popular Work Breakdown in North America, recently introduced an expanded version of their MasterFormat â⠢ in 2004 [1]. This work breakdown was expanded from the tradition 16 divisions of work covering building construction to include 50 divisions of work covering civil site work as well as process equipment. A Proposed Standard for an International Infrastructure Project Work Breakdown None of the current breakdowns, including CSI, fully cover the complete civil infrastructure project cycle including; development, engineering, construction, operations, maintenance and risk mitigation. The current CSI MasterFormat â⠢ 2004 Edition [1] comes closest to covering all the scope of work found in the construction of Building Facilities and Site Work. It falls short in addressing the unique requirements of estimators, schedulers and cost engineers in identifying all phases of work included in major Infrastructure work such as Build Own and Transfer (BOT) projects. This Standard Work Breakdown attempts to format the project into a multi-level WBS suited to estimate, schedule, track cost and measure performance on international infrastructure projects. The breakdown is also designed to facilitate the data transfer of a standard work breakdown between common estimating, scheduling and cost control software applications. The International Infrastructure Project Work Breakdown Structure (WBS) The following paragraphs outline the various sub-projects and phases within the Civil Infrastructure WBS. The Sub-Projects within a Civil Infrastructure Project Life Cycle Traditional work breakdown structures in the past have only identified the Construction Divisions within a project. It is within this phase that the project is designed and built. Traditional work breakdowns have only included direct construction divisions. On major Civil Infrastructure projects, separate entities called ââ¬Å"Concessionairesâ⬠have evolved to take on this responsibility. The concessionaire is often a joint venture company comprised of the contractors involved with the project or can be a separate entity on their own. The activities performed by the concessionaire have to be defined within the work breakdown structure. These activities are split into 3 distinct phases; the Proposal Phase during which time the proposal and financial models are prepared, the Financial Close phase, where the concessionaire negotiates with banks and financial institutions to procure financing for the project and the Operations phase, where the concessionaire manages or oversees the operation of the facility. The concession period can extend for 20 to 30 years. At the end of the period that facility is then transferred back to the municipality or government agency. The WBS must include the ability to estimate, schedule and track these operations maintenance activities over the concession period. The staff involved with operating infrastructure facilities can include Management, Supervisors, System Controllers, Fare Collectors and Vehicle Operators. Energy Consumption can include electric power consumption for transit vehicles and fuel for buses. Consumables include tickets. Maintenance can include such things as the cost of maintaining and cleaning buildings, repairing highway pavements, cutting and watering grass, replacing bridge bearings and maintaining ticket vending machines. Maintenance can also include the labor and parts required to operate transit vehicles over the concession period. Most current WBS layouts have addressed the direct construction costs in detail. The following paragraphs describe how current breakdown structures have been adapted and revised to form part of the proposed Civil Infrastructure WBS. Summary Levels within the Construction Cost Breakdown The cost of construction has been summarized into definable levels that can be estimated, scheduled and procured. These sections are structured to help the estimator, scheduler or cost control engineer group the project into definable work packages. These work packages can also serve as subcontract procurement packages. Building Services that used to be classified under division 15 for Mechanical and division 16 for Electrical were shifted to divisions 20 through 29. New divisions were created covering Civil and Infrastructure from divisions 30 through 39. There are over 3,000 lines within this section of the WBS. We have included sample breakdowns of two of the main CSI divisions here for illustrative purposes. For example; if a Retaining Wall and a Bridge are to be constructed on the same project, they have to be estimated and scheduled separately, yet they both include similar CSI divisions of work such as excavation, setting and stripping formwork, and placing concrete. For this reason, the work breakdown structure must include different WBS codes for these similar activities in the various infrastructure summary levels. History of Feral Rabbits in Australia Rabbits are an invasive species that has caused immense ecological devastation to the continent of Australia for over 150 years. They procreate with uncontrollable velocity, consume cropland like locusts, and contribute significantly to soil erosion. Although some of the governments rabbit eradication methods have been successful in controlling their spread, the overall rabbit population in Australia is still well beyond sustainable means. History of Rabbits in Australia In 1859, a man named Thomas Austin, a landowner in Winchelsea, Victoria imported 24 wild rabbits from England and released them into the wild for sport hunting. Within a number of years, those 24 rabbits multiplied into millions. By the 1920s, less than 70 years since its introduction, the rabbit population in Australia ballooned to an estimated 10 billion, reproducing at a rate of 18 to 30 per single female rabbit per year. The rabbits started to migrate across Australia at a rate of 80 miles a year. After destroying two million acres of Victorias floral lands, they traversed across the states of New South Wales, South Australia, and Queensland. By 1890, rabbits were spotted all the way in Western Australia. Australia is an ideal location for the prolific rabbit. The winters are mild, so they are able to breed nearly year-round. There is an abundance of land with limited industrial development. Natural low vegetation provides them with shelter and food, and years of geographic isolation has left the continent with no natural predator for this new invasive species. Currently, the rabbit inhabits around 2.5 million square miles of Australia with an estimated population of over 200 million. Feral Australian Rabbits as Ecological Problem Despite its size, much of Australia is arid and not fully fit for agriculture. What fertile soil the continent has is now threatened by the rabbit. Excessive grazing by the rabbit has diminished vegetative cover, allowing wind to erode away top soil. Soil erosion affects revegetation and water absorption. Land with limited top soil can also lead to agricultural run-off and increased salinity. The livestock industry in Australia has been widely affected by the rabbit. As food yields decrease, so does the cattle and sheep population. To compensate, many farmers extend their livestock range and diet, farming a wider expanse of the land and thus further contributing to the problem. The agricultural industry in Australia has lost billions of dollars from the direct and indirect effects of the rabbit infestation. The introduction of the rabbit has also strained the native wildlife of Australia. Rabbits have been blamed for the destruction of the eremophila plant and various species of trees. Because rabbits will feed on seedlings, many trees are never able to reproduce, leading to local extinction. Additionally, due to direct competition for food and habitat, the population of many native animals such as the greater bilby and the pig-footed bandicoot has declined dramatically. Feral Rabbit Control Measures For much of the 19th century, the most common methods of feral rabbit control have been trapping and shooting. But between 1901 and 1907, the Australian government went with a national approach by building three rabbit-proof fences to protect the pastoral lands of Western Australia. The first fence stretched 1,138 miles vertically down the entire western side of the continent, starting from a point near Cape Keravdren in the north and ending in Starvation Harbor in the south. It is considered to be the worlds longest continuous standing fence. The second fence was built roughly parallel to the first, 55 - 100 miles further west, branching off from the original to the southern coast, stretching 724 miles. The final fence extends 160 miles horizontally from the second to the western coast of the country. Despite the enormity of the project, the fence was deemed unsuccessful, since many rabbits traversed over to the protected side during the construction period. Additionally, many have dug their way through the fence, as well. The Australian government also experimented with biological methods to control the feral rabbit population. In 1950, mosquitoes and fleas carrying the myxoma virus were released into the wild. This virus, found in South America, only affects rabbits. The release was highly successful, as an estimated 90-99 percent of the rabbit population in Australia was wiped out. Unfortunately, because mosquitoes and fleas do not typically inhabit arid areas, many of the rabbits living in the continents interior were not affected. A small percentage of the population also developed a natural genetic immunity to the virus and they continued to reproduce. Today, only about 40 percent of rabbits are still susceptible to this disease. To combat the reduced effectiveness of myxoma, flies carrying a rabbit hemorrhagic disease (RHD), was released in Australia in 1995. Unlike myxoma, RHD is able to infiltrate the arid areas. The disease helped reduced rabbit populations by 90 percent in arid zones. However, like myxomatosis, RHD is still limited by geography. Since its host is a fly, this disease has very little impact on the cooler, higher rainfall regions of coastal Australia where flies are less prevalent. Moreover, rabbits are beginning to develop resistance to this disease, as well. Today, many farmers still use conventional means of eradicating rabbits from their land. Although the rabbit population is a fraction of what it was in the early 1920s, it continues to burden the countrys eco- and agricultural systems. They have lived on Australia for over 150-years and until a perfect virus can be found, theyll probably be there for several hundred more. It has been stated that the two companies entered into a written service contract which meant that, the Big industry decided to make an offer to Pat while on the other side, Pat accepted the offer and anticipated to arrive at a significant work from Big industry in future. The enforcement is valid due to the way that is has been laid down in a written document. The contrac t agreement had involved both parties which must have signed a document to establish an offer from one side and at the same time an acceptance of the other party. There is therefore a valid enforceable contract between Pat and Big Industry. Pat, a computer software consultant was expected to write four computer programs which were made to be used by the Big Industry in controlling its automated manufacturing machines. More terms within the contract agreement was that the Big industry was supposed to pay twenty five thousand dollars to Pat on completion of the work. Payments would only be made after the completion of the work on contract. Another term provided within the contract was that the written computer programs be delivered to the Big industry no later than may first. The contract agreement did not seem to provide any chance for delivery after the agreed date, the first day of May. No modifications of the contract would be valid unless it was in writing and signed by both the Big industry and Pat. The April fifteen phone call between Pat and Hillary brought in much effect on the contract terms. According to the contract agreement made on first April, Pat accepted to write the total number of the computer programs and gave much expectation for the Big Industry that before the first day of May, all programs would be ready for use. The phone call was meant to make a change in the agreement that Pat would not deliver the contract as it was agreed on April first. Pat said that he was having a problem with the programs three and one and that he would not be able to deliver them until at least eight may or may be sometimes closer to fifteenth of May. Pat went ahead to mention that he had some doubts that he would be able to write program number four at all since the Big Industryââ¬â¢s computer hardware was nearly obsolete. He communicated that he would only deliver program number one and two by the first day of May. This phone call demonstrated that change w ould occur in the terms agreed as per the contract. The contract terms were that Pat would write four programs by May first and that the total payment would only be made after the delivery. Pat on the phone call notified that he would only deliver two written programs and that one would come late while the other one would not be written at all. The change in the content of delivery meant that all terms and conditions of the contract would as well change. The Big Industry would as well adjust its payments and expectations for the

The theory also uses the concept of an individualââ¬â¢s free will and the power of a person to make calculated choices in explaining crime. This theory states that people commit crimes due to the drive to do so from their free will without being directed to do so by someone else. However, it indicates that in making a choice to commit a crime individuals to analyze the gains and losses which might result from the choices they want to make. As a result, the choices they make are always calculated to make sure they maximize gains while minimizing risks. If severe punishments are imposed on crimes they will make the crimes to be less attractive and hence make individuals refrain from them. This theory explains individual offending and how people can be deterred from committing crimes. It suggests that imposing formal legal punishments can deter individuals from offending. However, according to Maimone al (2012), the theory explains that the deterrent effect of these formal legal punishments depends on their severity, certainty, and celebrity.

Applications of Ultrasound in Medicine AB Assessment Using Waves Introduction Ultrasound is a sound wave with an oscillating pressure wave with frequencies ranging from 20 kHz until approximately 200 MHz. These frequencies are not audible to humans. Ultrasonic devices are used to detect objects and measure the distance between them. Ultrasound has been more frequently used in medical imaging displaying the patient an object in their body or just generally looking at their body. Ultrasound seemingly is becoming popular due to it not emitting any radiations unlike X-Rays. [6] Uses of Ultrasound Ultrasound is used in the medical department as a means of imaging, enabling medical staff to view the patients body without any major problems. The most common use of Ultrasound in the medical department is its use in what is called an ââ¬Å"ultrasound scanâ⬠. This is used to project a moving image of a fetus inside a pregnant womans body. An example of this can be seen on the left. Ultrasound is not only used to detect unborn fetuses but also view several organs in the body through ââ¬Ëprenatal scanningââ¬â¢: The same method used for an ultrasound scan. Since ultrasound easily reflect off soft tissue, gel needs to be added to the part of the body where the scan is going to be conducted. A transducer is then used to generate the ultrasound waves and detect any echoes it receives from the reflected waves. During the process of scanning the waves also erode pieces of gallstone which reside within our organs, with their constant vibrations.[6][7][12] Another use of Ultrasound is echo sounding. This is used by the quality control industry to detect flaws in pieces of metal. As an ultrasound wave is being passed through the metal, it will reach the defect area in the metal and the reflected wave that came of the defect area will be received by the transducer that emitted the wave. If there is more than one reflected wave it means the metal is defect. [7][12][13][15] ââ¬Å"Ultrasound waves can be used by the industry for cleaning.â⬠[12] The waves are sent through a fluid and bubbles formed from the vibration of the ultrasound remove dirt from an object. The object which is placed in water or another solvent has fluid collapse into the gap left behind from the solvent. The bubbles then move rapidly, removing the dirt and resulting in a transcending standard of cleanliness.[12][15] Dangers and Risks The dangers of Ultrasound are considerably low compared to other waves. Even though there is no major threat in using ultrasound it does have its risks which could harm the user. Excessive exposure to ultrasound waves of 120dB can lead to hearing loss. This is due to the improved hospital technology and successful childbirth probability. [16] Since ultrasound has been part of the hospitals technology, mothers have wanted to view a fetal scanning of their unborn child. This has been done multiple times, but society keeps questioning if ultrasound scanning is safe. The fact of being able to view your unborn child provides ultrasound a plus point to itââ¬â¢s beneficial use. It allowed parents to find out the gender of their child before delivery and detect any abnormalities that may occur during pregnancy. [16] Moral Impact The use of ultrasound in prenatal scanning seems to be that it affects the relationship between mother and fetus. The cultural communication is gone and what remains is communication through a computer screen displaying the fetus. The mother will then use what she sees instead of relying on her embodied knowledge. [17] Ultrasound brings imbalance to the moral standing of the victim through injurious damage to the victim. This raises the moral awareness of fetuses and if they should be exposed to the waves emitted, which can bring injurious damage. But this will then degrade the mothers moral standing as she also becomes a victim of the injurious damage ultrasound can bring. [17] Ethical Impact Ultrasound has been most commonly known for determining the gender of the fetus. Ultrasound is a cheap resource since all you need is a transducer and someone who can operate the device. In countries like China and India, parents exploit this method by checking the gender of their child and then deciding to abort it due to the countries preference of males. [18] In india there are 250,000 female feticide abortions each year. The government has been trying to motivate people into valuing female fetuses but the Economic and Social impacts have lead to the occurrence of this ethical issue. [18] Conclusion Ultrasound is a secure soundwave with a minor probability of great risks. Ultrasound has been proven to be beneficial and useful in most industries and is popular in the medical industry. Itââ¬â¢s a method used in physiotherapy to speed up healing and to improve the overall therapeutics. Transactional leadership involves motivating and directing followers primarily through appealing to their own self-interest (Hellriegel, D. , & Slocum, J. W, Jr. 2009). In this case Meg Whitmanââ¬â¢s leadership reflects transaction leadership through the focus on basic management process of controlling, organizing and short-term planning. Hellriegel and Slocum mentions Whitman craves for statistics and for bottom line results. Employees are cheerful and informal but are consistent in Whitmanââ¬â¢s transactional leadership in planning, systems, numbers, and results. Whitmanââ¬â¢s primary component of transactional leadership is viewed by prompting her employees at eBay to achieve their performance goals. Through these attributes Whitman believe this is one reason why eBay has been so successful (Hellriegel, D. , & Slocum, J. W, Jr. 2009). Authentic Leadership Authentic leadership refers to individuals who (1) know and understand themselves (2) know what they believe and value, and (3) act on their values and beliefs through open and honest communications with subordinates and others (Hellriegel, D. , & Slocum, J. W, Jr. 2009). The aspects of Whitmanââ¬â¢s leadership that reflects authentic leadership is that she builds credibility and win the respect of her employees by encouraging and respecting diverse viewpoints. Whitman is described as a person with experience and discipline and not to be stereotype of a new economy executive. Whitman has learned that since she has been as eBay she has become a better leader, manger, and executive than when she arrived as a youngster (Hellriegel, D. , & Slocum, J. W, Jr. 2009). Whitman has provided a number of insights and perspectives on her leadership. Bayââ¬â¢s goal is to be the worldââ¬â¢s most compelling commerce platform on the Internet. In meeting their goals and eBayââ¬â¢s goals, Whitman wants her employees to continue attracting more customers, expand the goods traded on the site, spread eBay to more global markets, making the user experience more fun, exciting, and easier, and acquiring Internet companies to become a full service retailer (Hellrie gel, D. , & Slocum, J. W, Jr. 2009). Under the authentic leadership Whitman has empowered and motivated eBayââ¬â¢s employees to trust and follow her leadership style. Transformational Leadership. Transformational leadership involves anticipating future trends inspiring followers to understand and embrace a new vision of possibilities, developing others to be leaders or better leaders and building organization or groups into a community of challenged and rewarded leaders (Hellriegel, D. , & Slocum, J. W, Jr. 2009). Transformational leadership style reflected in Whitmanââ¬â¢s leadership through individualized consideration and intellectual stimulation. Individualized consideration is the degree to which the leader attends to followersââ¬â¢ needs, acts as a mentor or coach, and listens to followersââ¬â¢ concern (Hellriegel, D. & Slocum, J. W, Jr. 2009). Whitman shows individualized consideration when she decided to change course when one of her managers became ill on a business trip. She attended to her employee needs by staying by his side while he was in the ambulance on the way to the hospital until he was stabilized. Intellectual stimula tion is the degree to which the leader challenges assumptions, take risks and solicits followersââ¬â¢ ideas (Hellriegel, D. , & Slocum, J. W, Jr. 2009). Whitmanââ¬â¢s transformational leadership style encourages her employees to ââ¬Å"think outside the boxâ⬠by being innovative. Meyers (2005) reference to Whitman leadership style is one who keeps a steady hand on the tiller rather than gripping and pulling hard on the levers of power. That means subtly steering an influencing relationship instead of controlling them to generate financial returns. For example, Whitman working from a cube and not from a corner office or conversing and not commanding her employees. Getting the employees to ask questions, as opposed to providing them with answers, and sharing what they have learned. Finally, understanding that the bottom line success often stems from experimenting and failing or from doing nothing when bold action seems desperately needed (Meyers, 2005). Whitman used her leadership skills to transform the company from an online auction house into a general purpose shopping destination. Her experience and discipline created a platform for global online market place where everybodyââ¬â¢s chance to succeed is equal and to stay focused on the same goals (Hellriegel, D. , & Slocum, J. W, Jr. 2009). Bayââ¬â¢s goal of being the first people to turn to when they want to buy anything. eBay owns no inventory and warehouse which helps make it highly profitable. It has cleverly used email, message boards, and its virtual community to forge bonds with customers. A key element to eBayââ¬â¢s growth is the continuous expansion of their market place and new services to communicate around the world (Hellriegel, D. , & Slocum, J. W, Jr. 2009). eBay Employees Employees at eBay respond to Whitmanââ¬â¢s leadership style in a positive way. Employees are cheerful and informal (Hellriegel, D. & Slocum, J. W, Jr. 2009). The employees are dedicated and goal driven they donââ¬â¢t talk about fun and games but about plans, systems, numbers, and results. Hellriegel and Slocum mentions one of Whitmanââ¬â¢s managers stated: ââ¬Å"I have numbers. I know them. Theyââ¬â¢re very clear. And the expectations are highâ⬠(2009, pg. 316). The employees of eBay also value Whitmanââ¬â¢s opinion when the managers are struggle in making decisions. For example, the managers went to Whitman the CEO to make the financial decision on not selling certain Nazi memorabilia. The employees seem to enjoy working under Whitmanââ¬â¢s leadership style. One of Whitmanââ¬â¢s employee stated: ââ¬Å"She will exert herself personally, far and above the call of duty. She makes you want to the right thingâ⬠(Hellriegel, D. , & Slocum, J. W, Jr. 2009). Whitman looks for ways to encourage the contributions and development of her employees. Whitmanââ¬â¢s leadership qualities have lead eBay to great success and the global trading platform where anyone can trade practically anything.

Julius Caesar was a great leader of Rome. Not only did he lead a very strong army, but his people also loved him. The debate is always should he have been killed or should he have lived and lead us to more victories. The first document that was used in the debate is a primary source. Itââ¬â¢s called De Vita Caesarum, Divus Iulius. The document is a biography of Julius Caesar and his life. Suetonius wrote the biography. Suetonius was a roman historian who wrote about the Roman Empire. It was written in 110 CE. It was written to show the side of the senators, and how they felt about having emperors. It is trustworthy because Suetonius used eyewitnesses and other evidence from books to provide a lot of information about Caesar. The only thing that I think is missing is the side of Caesar because he wrote it from the perspective of the senatorsââ¬â¢ view. Which puts Caesar in a bad light because the senators did not like Caesar. Considering that the article was written based off of the senators, it put Caesar in a bad light. Meaning that this author did not want Caesar to live. Another document that was used was a secondary source. It was an article written in the Britannica Student Encyclopedi a.
